Bizarre behaviour by a director level officer in Bihar

I am  about to complete two years in Bihar with SWASTH project and had more than hundreds of meetings and discussions  at all levels from CS, DC , PS , DMs, Engineers, mukhiyas and community. But today's meeting with one of the Director of social welfare department will be in memory for very long time. The Director has come to Bihar last year on deputation from central service . I am a big supporter of this move by state govermnent to bring central officers on deputation to Bihar .  These officers basically from Bihar would like to contribute to growing Bihar. What I saw today was a  behaviour not heard of from these officers who choosen to come to Bihar to serve in a professional manner . Their attitude, way of talking all was evident in front of state officials from three department and the external agency from Gujarat. 40% of under five in India are malnourished

India is growing at the rate of 7 % or more for the last ten years. But where is this growth going ! who is taking benefit out of it ! since the fundamental situation in India has not improved and not near to any of these numbers. Yes offcourse the number of billionaires are growing, number of middle class families are growing. Are we going to follow this model to eradicate poverty by increasing the middle class families. It will take 500 years in that case. Why the govt is not focussing and taking head on the malnutrition, sanitation and health . Per capita expenditure on poverty and health and nutrition is not growing as the the country number is growing. At end what is happening  the head of the country is mere acknowledging the problem of malnutrition. Whose responsibility is to look in to. Farmer's community are environment friendly

I have invariably found that those who knows how to produce, knows much better about consumption and disposal. Those who don't know it are very tentative about it. Take the case of farmer's community, they know much better about the harvest and then its consumption and disposal of waste. The percentage of material waste by any farmer community is the minimum. And also the recycling of waste is much more higher. The wastage is highest among city dwellers because of obvious reason of not any connection and knowledge of grassroots about how things are produced.
