Health Department in Bihar gets Mr. Pratyaya Amrit as new Pricipal Secretary

Politics is an addiction. But there are few occasion when even hard core politicians also stop politicizing things such as during war, disaster and pandemic. The current  Corona time is also one such rare occasion which demands such truce at the top of  government.   These are critical time to  be above politics and take decision in the larger interest of its citizens by using  best available resources in the system. It  helps in saving precious lives and supporting community to back to normalcy.

However in Bihar, politics has not spared this time as well. In fact it is in full force. The one simple example is the  unwarranted ill timed transfer of Mr. Sanjay Kumar , Principal Secretary health from health to tourism. The situation of corona in Bihar was under control during his tenure and things were moving in right direction. He was in full command with extensive support from all stakeholders. He is one of the few bureaucrats in the  state having extensive hands on knowledge and experience of public health management. The results were truly in line. Then suddenly he got transferred  in mid of the pandemic.

The result of which is in front of all of us. The situation started deteriorating in Bihar since it is natural for the new incumbent to familiarize with the situation . But there was no time and this delay cost dearly to the state. Cases started rising, local lock down was enforced , no beds in hospital etc.

With deteriorating situation and demands from several stakeholders to replace current secretary health , the government of Bihar places Mr. Pratyaya Amrit as new principal secretary health. It is a very wise decision , though late. Mr. Amrit is one of the most performing IAS officer of the state who means business wherever he has been posted. He is a reformer bureaucrat and several departments in past where he has worked has transformed. Be it RCD, Bridge corporation, Electricity and also disaster management ( currently holding). He has left his long lasting impression in each department. He has an ability to think out of box . He identifies good officers ,nurture, support and trust them, to deliver.

Giving him health at this crucial time has at last shown the commitment of government for much needed long term reform in health and improvement in delivery of  health services in the state. But also more importantly  to quickly put house in order to stop spread of corona with better coordination, monitoring, supervision and resource allocation with full cooperation with all stakeholders .I have no doubt about his abilities to put things back in order in shortest possible time .I hope he should be given free hand and minimum 3 years to effect  long term changes in the health sector in the state.
